Netflix has more language tracks (See [DragsterPS's](https://nyaa.iss.one/view/1235082) release) but only including English/Japanese. If you want to sync others, simply throw it in Subtitle Edit, goto "Batch Convert" (Even if single file) and "Change frame rate". 24.000 to 23.976. Convert, then "Offset time codes", and 998 milliseconds, Show earlier, I think the offset was. (So the last 3 numbers, set to 998). Convert again and should be good.

yes, changing the format is only possible by re-encoding which lowers the quality. and i don't see any reason why you would need to do that to sync it.
The optimal solution would have been to change the JPBD frame rate to 24.0 and convert the Japanese audio (since it's FLAC anyway). lossy -> lossy should be avoided (lossy -> FLAC is fine but wastes space).
oh i didn't know netflix's video was 24 fps for some reason. that's weird. i guess converting to some lossless format when you resample would be best.
also dragsterps didn't rip the highest quality audio anyway (netflix has had 640kbps audio for 5.1 for like a year now)

The Netflix release is 24 FPS for some reason, and when I put the audio in Audacity, it would keep falling off every so often.
Using eac3to to adjust it from 24 to 23.976 fixed this up perfectly. It wouldn't apply the change on EAC3 though for some reason. And it seemed to only also support EAC3>EAC3 but like WAV>EAC3 was a no. So I went with AC3.

That's an option, if I was doing an encode. I suppose. I'm not encoding though.
the best way would be to decode it to wav first, then change the FPS, then sync, then re-encode it as FLAC. though personally i'd just wait for funi's BD release for the dub to avoid all these issues.
You can change video frame rate without encoding.
Use this (Windows .bat file):
FOR %%G IN (*.mkv) DO mkvmerge -o "%%~nG 24fps.mkv" --default-duration 0:24p --fix-bitstream-timing-information 0:1 "%%G"
Also run this .bat for HEVC:
FOR %%G IN (*.mkv) DO ffmpeg -i "%%G" -c copy -bsf:v hevc_metadata=tick_rate=24:num_ticks_poc_diff_one=1 "%%~nG fix.mkv"

This is a pretty solid way to watch it, Japanese wise.
English wise though, yeah, best would be w/ USBD Audio whenever that comes about.

@KaiDubs You can use MeGUI to encode EAC3 into FLAC. Not sure how I got it to work but I did since I don't work on that format a lot. That's been the only way I've found out thus far with the format.
* My method is go Open MeGUI > One Click (bottom-right) > Put the mkv (with eac3 already muxed) to the video field > Press Go!
* Go to the Queue tab and prevent other processes besides it encoding the audio into FLAC.
* The folder will be in the same place as the video.

Not familiar with MeGUI but I just use eac3to for audio conversion. I like using command line tools, since I can write up a bat (windows) or sh (linux) file. Which takes a bit as you learn the CLI integers of the specific application but saves you a lot of time in the long run.
Sounds a lot more complicated.
The MeGUI program also uses eac3to and the program allows time modification (changing fps) but seems it doesn't have the option to change 24 fps audio into 23.976 fps.
How would you write it in case I ever need it in a bat file via CLI using eac3to on windows? I only got the documentation but no clue on how to write it. https://forum.doom9.org/showthread.php?t=125966
I don't find it all that complicated, although, maybe because I've gotten use to CLI for a long time now.
Example String:
> eac3to "SourceFile" "OutputFile.OutputFormat" -quality=1.00 -24.000 -changeTo23.976 -log=NUL
> eac3to "English-24.eac3" "English-24.wav" -quality=1.00 -24.000 -changeTo23.976 -log=NUL
the -24.000 is telling it the source FPS is 24. So it knows for conversion.
> Use this command instead: ffmpeg -i input.eac3 -af atempo=24000/24024 -acodec eac3 -b:a 640k output.eac3
I'll keep that in mind for future but, "24000/24024"?
