I know that libx265 can produce some pretty great stuff at very small file size by setting the `tune` parameter to `animation` which `uses higher deblocking and more reference frames` which works well due to how animation is produced with still backgrounds and large areas of similar colors. I don't think it was tuned on this encode though, but maybe they did or did the equivalent.
