What is the source? There’s a bunch of interlacing just in the intro.

I would think it’s clear what the source is, seeing as how it says DVDRip right in the title, the credits are all in Japanese, and only Japanese audio is available. Japanese DVD’s are the source.
You over exaggerate the amount of it. There is not a bunch of it, just a couple seconds of random leftover combing artifacts that add up to no more than 2-5 seconds in the opening part. It’s only in the first and second discs episodes 1-4 opening theme, and all the rest are fine. Episodes 1-4 DVD’s were not as well made as all the rest of the DVD discs were and the video is slightly less quality when compared to the rest of it. It’s hardly bad at all and only really affected the opening of those first episodes.

Speaking of which, were the first 2 episodes supposed to be 30fps?

Yes they were supposed to be 29.970fps, or at least that’s what they needed to come out properly in this case. If I had made them 23.976fps they would have gotten a lot of jittering in them and the screen/animation would jerk instead of smoothly glide. It was too noticeable and annoying for those episodes, so I left them as 29.970fps.

Actually, after grabbing https://nyaa.iss.one/view/326463 for myself, apparently the first DVD is in fact 30fps for some reason. Weird.
