Got curious and did some playing around with https://github.com/AaronFeng753/Waifu2x-Extension-GUI I can say with almost 100% certainty this is literally an ESGRAN upscale that's been resized back down to 1080p. Here is a image compare of his trash compared to my trash which are essentially identical besides the color.
