It is a pilot to the 1979 Doraemon. It was created in 1978. But it was never released to the public till October 3, 1979 where it aired as a TV special right after episode 159.

If you have an AniDB account, on 1979 Doraemon's page, it is listed at Special 1 on the very bottom. Rightly so since it was the first 1979 Doraemon special released.
